Happenings in the Selangor State Assembly

We are now entering the second quarter of year 2016. I am glad the Kelana Jaya LRT extension project is nearing completion. As that draws near, your MP Wong Chen and I will be pushing for a detailed plan for feeder buses from Prasarana and also for MPSJ to monitor closely the parking related problems that may come with the running of the stations.

I am also pleased with the regular monitoring and updates coming in from the USM team handling the barn owls project. This is a pilot project in Malaysia and it will definitely require some patience and time for it to be tested out and improved before yielding results.

The Selangor State Legislative Assembly is also still in session as I’m writing this and this sitting is important for two reasons. A new bill has just been passed by the State Assembly, entitled “Emblems and Names (Prevention of Improper Use) (Amendment) Enactment 2016. The new provisions include prohibition of any person from giving, receiving or using any unrecognised titles and honours. An action of requesting, receiving or offering of gratification in order to get the unrecognised titles and honours either by himself or any other person would also amount to an offense under this Enactment.

Anyone attending, promoting, engaging, assisting or conducting any unrecognised investiture including persons, who rent, provide or allowed any premises to be used for such purposes can also be charged.

The most important feature of this amendment is to increase the amount of fine from RM1000 to a fine of not less than RM250,000 and not more than RM500,000 or to imprisonment for a minimum of 1 year and not more than 5 years or both. This amendment hopes to serve as a deterrent for those who are involved in activities amounting to an offense.

The second important reason for this sitting is the tabling of dengue report by SELCAT containing our findings and recommendations on this issue in Selangor. We conducted a public hearing to determine the cause of high dengue cases in the state and also to examine the sufficiency of the efforts made by the State Government.

It is my hope as Chairman of SELCAT to hold the State Government accountable to the people and to scrutinise the budget and efforts by all related agencies in managing the dengue menace. Once the report is debated and approved by the State Assembly, a copy will be made available online for all. This is transparency, something which has been practised by the Selangor State Legislative Assembly since year 2008 and where check and balance has its rightful place, making us truly the leading legislative body in this nation.
